Health Economics and Financing

Economic evaluation, health technology assessment, budget impact analysis and health financing strategy — the evidence behind decisions on what to pay for, how much and how.

The challenge

Overview

Every health system must decide what to pay for, how much to pay and how to pay. Those choices determine who gets care, how good it is and whether the system can afford it in the long run.

OGHC provides the economic and financial analysis behind those decisions — from costing a single service to modelling the financial impact of a national benefit package — and translates it into clear, practical recommendations.

FAQ

Frequently asked questions

What is the difference between cost-effectiveness and budget impact analysis?

Cost-effectiveness asks whether an intervention offers good value compared with alternatives. Budget impact asks whether a specific payer can afford it and how much it will add to spending. Most funding decisions need both.

Can you work with limited local data?

Yes. We combine the local data available with published evidence and expert input, and are explicit about assumptions and uncertainty.

Do you support universal health coverage reforms?

Yes — benefit packages, purchasing, provider payment and the financial sustainability of UHC programmes.
